fuel pump wont prime

fuel pump wont prime
ok, whats up guys??
I had a b16 in my 99 dx hatchback, had problems with it and I crossed 2 wires, it crossed with the iacv 12v. I took the engine out used a completely different engine harness running a d15b 3 stage vtec. using my obd2b to obd2a jumper harness with a p2j ecu, the fuel pump will not prime unless i jump yel/grn wire on the main relay to ground, at that point it runs continuously. I removed the jumper harness and plugged in a d16y8 ecu, and the fuel pump continuously runs without jumper on main relay and i hear what sounds like a air leak from the fuel rail location. the car wont start, it does crank. switched the main relay. fuses are all fine. also when i plug in the obd reader it wont connect even with the y8 ecu. i know the p2j wont connect.
any help is appreciated!!! merry christmas!!!
tried so far:
all 3 fuses are good
Main Relay :
ylw/drk grn - 12.33
ylw/blk - 12.32
blu/wht - 10 while cranking
black - .8 on 200 ohm setting
grn/ylw - 0
grounded grn/ylw - continuously primes
igp1 - 12.33
igp2 - 12.33
Ignition Switch :
koeo
wht/blk 5 pin - wht 7 pin - .5
ylw 5 pin - blk/ylw 5 pin - 23 and slowly goes down
wht/blk - ylw - 7.7
wht/blk - blk/ylw - 3.2
wht - ylw - 8.3
wht - bllk/ylw - 4.2
ko and cranking
wht - blk/ylw - 16 and slowly goes down
wht - blk/wht - 19 and slowly goes down
blk/ylw - blk/ylw - 8.1 and slowly goes down
not sure if im testing these right but from what i read and assuming i tested right my ignition switch crapped out. can these go bad from crossing 2 wires?

swapped out the harness because i sold it with the b16. it was a non vtec obd2b harness and i had the vtec, knock and oil pressure soldered into it. and it worked fine before i crossed the wires. i double checked and the wires i crossed was a8 on obd1 plug with the iacv on the b16. and i crossed it with a8 (which is empty) because i thought it was a17 (iab). obd1 pin #'s are vertical and obd2's are horizontal. i was trying to wire the iacv directly from the ecu because i tried 3 different iacv's and none worked so i thought it was the wiring. and i was p/o because it wasn't working so i went and googled iacv obd1 pinouts and came up a9 and a17. a9 couldn't have messed it up because it was tied into a17. i hope you know what i mean by the vertical and horizontal pin #'s.... i had "a9" on a17 and "a17" on a8.... a7 and a8 have the same circuit which is for the fuel pump. should i swap the fuel pump?
after i crossed the wires the p06 ecu would not prime the pump but i plugged in a y8 ecu and it started right up. after i swapped the engine to the d15 that same y8 ecu will run the fuel pump constantly and the p2j ecu will not do anything.
the air leak sound i hear is fuel rushing through the return line. i know this because i pinched it off with pliers. is it possible i messed up the fuel pressure sensor?
after i crossed the wires the p06 ecu would not prime the pump but i plugged in a y8 ecu and it started right up. after i swapped the engine to the d15 that same y8 ecu will run the fuel pump constantly and the p2j ecu will not do anything.

Maybe it's something I'm missing or never noticed. Isn't the pump supposed to run all the time? I mean as soon as you turn the key to the ON position?

it never used to. it always primed for the 2 seconds and then shut off. I always start my car after the fuel pump stops priming. even after i crossed the wires and then hooked up the y8 ecu to the b16 it primed for 2 seconds and then shut off.
