friend's 92 civic won't start - no spark or fuel

friend's 92 civic won't start - no spark or fuel
I need help getting this thing started. It recently had a relay under the dash (fuel pump relay I think), so he replaced that, and it started running fine... Lately, he's not been able to start it until he hears a click sound in his gear selector, and then in his fuel pump area. He says banging on the shifter area sometimes gets it running, but he's stranded at the bottom of my hill, and refuses to let me ride him home without his car.
Here's what we've gathered so far:
Car has gas.
Starts on occasion.
Car cranks normally.
Battery is fine.
NO Spark.
NO sign of the fuel pump turning on/engaging.
I've suspected neutral safety switch, but there wouldn't be any cranking in this instance, would there?

When the key is turned to ON(II), does the CEL remain on steady?
Is either fuse 31 or 24 blown?
Is the G101 ground on the thermostat housing clean and tight?
