Fast AND Slow left rear signal light

Fast AND Slow left rear signal light
Ok, so my left rear signal light blinks slow when the headlight stalk is turned to hazard and lights on but blinks fast when it's turned off. I switched bulbs w/ the right side to see if it was just the bulb, and it still does the same thing! Any help. Is there something common that I should do?

Is the signal switch located in the fuse box in the engine bay upper left corner ?

What you are thinking of is a "fuse" not a switch, and usually if the fuse is blown then both sides won't work... I think he is referring to the switch itself in the steering column...although I'm not him so I may be wrong.
