Was there any resolution to the problem from the O.P.? Having the same issues with my OBD-11 giving not ready on three tests at the inspection station causing me to fail.

OP (other person)? do you mean the insepction station? if this is what you mean then NO. The inspection station was fine. do you have a mini me? what ECU and Engine are you running?

Sorry for the slow reply! Yeah OP= Original Poster. I don't have a mini-me swap, just a plain-old 1999 EX automatic. Stupidly I had disconnected the battery because I thought I had seen a CEL many months ago and didn't want that to pop up for inpsections. I've driven for 3 weeks now, have 1300 miles on the current set of codes and can't seem to get them to go ready. Same issue as the previous guys: Evap monitor, Cat and 02 (not the heater).
Just wonder if there's anything I should be doing. I downloaded a PDF on how to set the codes from a tech manual which includes running the motor at 3000 RPM until the fan comes on, then driving between 50-62mph for several minutes at a steady speed, then closing the throttle for a few seconds, rinse, repeat.
I wonder if there's an amount of time the computer is looking for? 3 weeks, a month?

Sorry for the quick double post, but I wanted to mention one other thing and ask another. First, the car had a viper alarm system in it which I have removed. Its pretty clear that they spliced into exisisting wiring without cutting any except for the main ignition wire which I spliced back together. The "you left your keys in the ignition" chime continuously goes off in this car still, however, and I wonder if that has anything to do with this (it also did that when the alarm was installed).
Also, for those of you who have 96-2000 civics, when you put your key in the ignition, turn it to the "on" position but do not start the car, does your CEL remain on until you start the car or disappear after 5 seconds? Perhaps this is an indication of readiness codes-

Welp, finally passed today. It was such a pain that I thought I should relay some of the info.
Since the last time I killed the battery I drove for 2200 miles over the course of 5 weeks in various kinds of traffic. I did a few of the driving tests to reset O2 and evap monitors.

Sorry for bringing up an old thread but my 96 honda accord ex has the same exact problem. Every time I shut the car off the 3 codes reset so I have to recomplete them. Radio not sure if it works. Need to put a cd player in , the clock is off when I turn on the car. I have to push the button on the clock to see the time. I checked the batter . No problems. No cel light on.. what I have to do is set the monitors then when I take it to go smog . DONT SHUT OFF THE CAR to pass. let the car idle.. once I find the problem ill post it so when other ppl have the same problem just like my self they will know.

Wanted to put out there something I found today as to why the computer couldn't be read(scanner would not connect to ECU). Everyone was saying that the computer in this car was not readable because it was a Japan-made one. I spent a few hours combing over wiring harnesses trying to find one rubbed through or pulled from it's connector--no luck. Then while poking around the engine compartment fuse box I noticed a small square button looking thing in the midde. Totally unmarked, NOT on the diagram(like they intentionally didn't want you to know about it), and when I pulled on it, it came up about and 1/8 of an inch and wouldn't come out. I thought, surely this wasn't some sort of secret dealer-only trade secret for resetting a computer or disconnecting diagnostic ability? So I go and scan it--connecting...connected! No codes, everything checks out fine. So THAT was the problem--a tiny button was pushed. This kept me from being able to get my state and emissions inspections. I saw this same problem a few places while I was searching for code scanning problems, but NO ONE ever posted this fix. Good luck!
