Default E-brake Doesn't Work

My e-brake doesn't work in my car. Since i bought it it hasn't worked at all. It's a 95 honda civic dx 2dr. I tighten the e-brake from inside the car and i bleeded all the brakes but the one in the rear passenger side. I am buying that brake cylinder next week to do it, however i would like to know. other than the brake cylinder what could it be ?? why couldnt it be working? any line ? where are the lines ? any specific common problem ?

The e-brake is 100% mechanical, your brake booster and your master cylinder will not affect it at all. You will have to take apart your rear brakes to inspect everything and make sure it all is in working order.
