Default data link connector problem...already searched

I have a 97 civic ex (obd2a) with a 2000 b16 swap (obd2b). I am using the obd2a wireharness that came with the car and currently using a p72( obd2a) gsr ecu just to try and get a sticker. i have no check engine lightsand when I plug the scan tool in it can not make a connection from the vehicle to the scan tool...but it does turn the scan tool on so that means it must have power and ground. could the ecu not being for a b16 be the problem...or is there a place where the dlc wires meet at a plug that could be unpluged...i searched a few times cant get a straight answer...any help would be great thanks guys

Youre not using a OBDIIa to a OBDIIb Jumper harness at the ECU are you?

no because the wire harness is obd2a and the p72 gsr ecu is obd2a also...but now makes me wonder if the wire harness could be obd2b. but itsnt a obd2b wire harness a 2 peice and the obd2a a one peice?
