98 hx obdII port & check engine light dont work?
wassup guys ive have search and search but i could not find anything on this but if there is a similar topic please let me know.. with that said i have a 1998 civic hx with a b16a2 swap i had bought the car like that, the previouse owner claims he did everything the right way he said he used the si engine harnes ect. stock b16 ecu now when i try to get it inspected the inspector said my obdII port dont work but i still manage to pass haha dont ask how i know people that knows people so after a week i decided to do a ignition timing adjust and when i try to short the ecu out with that connector the "check engine light" wont come on its not the bulb i checked. so what gives? is something not connected when the previouse owner did the swap? oh yea does the 98 hx comes with power side mirrors? i try to check why my side mirrors dont work so i pulled out the switch and every single wire is cut and i couldnt find the other end. i guess he just had it there for show haha funny people. so any idea?

Does the CEL turn on and then off after 2 seconds when the key is turned from OFF to ON(II)?
Are the 7.5A hood Back Up fuse and 7.5A hood fuse 43 blown?

You can't run an Si harness in a '96 - '98 Civic. If you do you will have several issues. Get a '96 - '98 EX or HX harness and modify it. Also if you have an OBD1 ECU or a JDM OBD2 ECU they wont communicate with a scan tool.
