check for a vacuum leak or if not its your IACV (Idle Air Control Valve) its behind the throttle body...i have a 97 hx with the same motor nd had the same problem

you have to have a vacuum leak to have your idle that high and surging. spray carb cleaner around the intake manifold and see it the car revs up more or chokes up. then check the spot for a leak.

ok i put the car on the computer and this it what it showed

throttle/pedal position senor a circuit low input p0122
intake air temperature sensor circuit high input p0113
evaporative emission system pressure sensor / switch p0450

Re: IDLE problem with 1996 civic
P0113 - Is the IAT sensor plugged in?
P0450 - Is the gas cap missing or is the cap seal broken? This can also be caused by a vacuum leak.
P0108 & P0122 - Are the MAP sensor and TPS connectors swapped?
