Default Tie rod boot ripped off the end

Does it matter if the tie rod boot ripped off from the point where it's sealed?

In the long run, yes. It's job is to keep dirt out and grease in. If the boot is ripped, the joint will eventually fail.

You don't need to replace the tie rod if there's no play in yours just because of the torn boot. If there is play other than it's intended pivot motion then just get a new one and a new boot.
Just replace the torn boot..
Crack the jam nut loose from the outer to inner tie rod, remove the lower ball joint, count how many rotations it takes to unscrew the outer tie rod from the inner tie rod (hold the inner tie rod shaft with a wrench or vise grips because it will spin), remove the torn boot and repack grease to the joint then replace with the new boot and put everything back exactly in reverse so your alignment should be good.

I rebuilt my rack, Here's what it looks like with the boot off, stock tie rod is out.. Replacing the inner tie rods is much easier with the rack out of the car..
