I could be wrong but I am pretty sure that it isnt a short in the wiring cause if it was then it would blow a fuse when something wasnt pluged in. First thing I would do is check to make sure that the right fuse is in there and also sometimes some of the things that we try to plug into a cig lighter are just a little to much. I get cars all the time that come in for inspection or something that dont communicate and it always is the cig lighter fuse and I look in the car and they got cig lighter splices trying to hook up two or three things which is just too much. Just wondering what are you trying to hook up? also there could be something else on the circut that could be drawing more amps than it is susposed too but just like mentioned if you dont know what a short is then dont even attempt to try to fix it.

laptop is to much and the ipod should be fine as long as it dosent have one of those massive docking stations. anyways I really didnt like the title you posted. it is impossible for something to put out too much voltage. unless the regulator on the alt is bad and belive me if that where the case then you wouldnt be worring about the cig lighter. remeber voltage is only a sign of power where as amps is how fast that power is consumed or moved down the line.
