Access to the timing belt and water pump is not possible without first removing the crankshaft pulley. Search this site for the many ways of getting off the crankshaft pulley bolt. Also, consider a homemade tool such as those shown at http://honda.lioness.googlepages.com...eyholdingtools

Against my better judgement i'll post this. I have seen it done once, someone cut the lower plastic cover and slipped it over the crankshaft. I wasn't there when it happened, wasn't my car. I noticed it pulling a D15B7 for someone. You seriously don't want to do this unless your in a situation where the crank pully is welded to the crank or something equally retarded. The last thing you want is dirt and rocks chewing up the crank seal (you will need to get the crank pully off then)

So to reiterate, there is no correct, or even semi correct way of replacing a timing belt without removing the crank pully.
