Changed main relay, still no magical "Click"......What next?

Changed main relay, still no magical "Click"......What next?
Got a 95 EG with B18 LS Swap. Car drives like a dream.
A month ago, have a little incident in the mall parking lot where car does not start for few hours. It was a very cold night and I had my heater blowing prior to the incident....after the car cools down 3 hours later, it starts fine. Had all the symptoms of failing main relay (got first click, and not the second or the third nor the fuel pump humming sound, crank but not start, CEL does not come for 2 sec). Car starts fine in the next month without problem.
Car does not start again today (cold day in the low 30s). I already got a brand new replacement main relay from Honda dealer handy. Replace the relay......Still no start....this time CEL stay on and does not go away. Did not hear the 2nd and third "Click".
Wha'ts the next logical guess?? ECU perhaps? Anyway to test my ECU?

Its not technically throwing a CEL, when the fuel pump doesn't prime and you turn the key to the "ON" position, the CEL stays on.
Maybe try another relay? Borrow one from a friends car and if that works, maybe somethings wrong with the wiring. If not, might be the fuel pump itself. I'm pretty sure there isn't a "fuel pump fuse" in 92-95 Civics. Could be wrong though.

Another thing i would recommend is checking the thermostat housing ground. Sand it down as well cause that could be a possibly cause if you already changed the MR

I just fixed my car and it was doing the exact same thing. In my case it was the ecu. Get a mulitimeter and check the voltage at the map sensor with the key on. If it doesnt have 5 volts check pins d19(+) and d21(-) on your ecu plug for voltage. If you dont have any try another ecu. If thats not the problem check all of your fuses and grounds.
