Car wont Start, sounds like the ecu is buzzing?

Car wont Start, sounds like the ecu is buzzing?
When I try and turn the car over, it turns over but not completely.
I hear a buzzing sound coming from ecu area on the passenger side.
I have replaced the battery.
Fuel is getting at least to the rail.
Checking for spark shortly.
Fuel pump is priming.
any ideas?
Engine is a b16 SirII into a 99 dx. Using an obd2 to obd1 converter.
