ok here's the deal. my sister's car, '99 stock civic EX coupe, is not starting. it's cranking but not turning over.

some things that have happened in the past few weeks:

-the car started to overheat beginning of March. it seems like she went to some shop to change the coolant but the person never burped it (if thats the correct term, not sure). so i burped the system, added coolant and such. it ran fine for about a week then it started to overheat again. and i noticed that coolant was coming out of the plastic top of the radiator. so i replaced the radiator thinking it was cracked on March 21st. it hasnt overheated since.

-she wanted me to wash her engine bay since i was changing the radiator out anyways. so i did that. i covered the dizzy and the battery (she has no aftermarket intake). waited an hr or so then cranked up the car. it started fine but when i was driving it, it kept bogging out. when i pressed the gas pedal, it would just die. so i waited the next day to start it and drive it again. it was perfect. no problems. but then she said a few days after this that she couldnt start the car up for like 30 mins but it started after. and it started up fine since.

-she then got her timing belt service done at a honda dealership. timing belt, water pump, the whole package. i think it was March 28th. she said the car ran fine.

so to the present, the car hasnt started up since Friday, April 18th. it's been a month of driving it after i washed it with a few hiccups in the beginning. so this past weekend, i changed the plugs, wires, cap, rotor and the battery. but still no luck. it's cranking but just not turning over.

when i take out the plugs, i can smell gas on it. so the fuel pump is working. i'm not sure what else to check.

any thoughts?
