This happens all the time. Just curious, what are you doing? putting on new lower control arms or putting on new shocks?

Well my suggestion to you is that you buy new lower control arms. The bushing that the bolt is seized in is junk. I would get a good steel cutting hack saw blade and start cutting the bolt on the other side between the shock and the lower control arm. Then get a vise grips and turn the rest of the bolt out of the nut welded on the shock. That should get your shock loose from the control arm.
Some people will say drill it out. It's not how I would do it but it's another option.
You can replace the bushing it self but it will be a real pain to do.

Drop the LCA/shock in peice. Cut the welded nut off, and try to wiggle the shock off the LCA, or try to pound the bolt out.
OR drop it all, and replace everything. OEM control arms are $67 each from mejestic, but the bushings aren't that hard to replace seperatly.
