heh i keep breaking my bicycle tire pumps or someone within the family does

yes in the big picture suspension will help, but right now there are a lot of other things that need attention that will net you much bigger gains.
I know you said about the speed LIMIT, remember thats the fsatest you are allowed to go, there is nothing but good that will come from going slower.
Accident rates go down, wear and tear, and gas mileage goes up.
I have been to Cali where you live and drove under the limit and had no problems, you just have to stop worrying about what other people are doing ,stay in the right lane and slow down a bit.
For air just go to the auto parts store or even grocery store and buy a gauge then head to any gas station, there you can pump your tires to max side wall psi

Ah man, gas prices are about $2.99 - $3.15 up here.... Trying to get good gas mileage in this city with any car other than a Prius or a hybrid vehicle is seriously no go.. Damn hills. Oh and about your suspension question. The tires also count as your suspension too. But if you really want get good gas mileage you could always design your bumpers to channel air to certain places of the vehicle.

Tune up and technique will get you nearly all you can get in FE improvements unless you have a money tree unlimited access to a wind tunnel or your name is Basjoos. Like competition , learn to do *your* part

not unlimited money but got enough contacts around to beable to get some stuff done
would a z6 or y8 head reduce mileage also? since vtec doesnt have egr might be totaly irrelevent but just thot i ask

Not that it matters, but my laser is pretty good on gas, I get like 23mpg on the freeway Gas prices are bs, they price of a barrel is the same as when gas was like 1.80 a gallon last year, Makes no sense. Same price but barrel, but higher per gallon price. HMMM!

egr question is about the vtec really if i do a mini me wouldnt it get rid of the egr? i dont remember seein it on the y8 or the z6

im not too sure but from what i have been told and been lookin at is that theres no egr on vtecs which is why i was plannin on doin a minime with out the vtec to get around the egr but only if it would help my mileage out otherwise it be a waste of time lol

If you really want NOTICABLE mpg difference, you're going about it the wrong way. Seriously, suspension work, aerodynamics, etc. will net you VERY minimal gains, if at all. Bang for buck is close to 0. The cost for suspension, wind tunnel work, etc., you will never ever ever ever make up for that in MPG. (ok, technically you will, but it'd be many years).
Your best bet is to stop wasting money on little things you're trying to do. Instead, do one of three things:
1) Just do as others have already stated - tune up, granny driving.
2) Engine swap. Some dude on here is getting rid of his engine out of a VX. VTEC-E motors get awesome MPG's.
3) Get it hybrided.
Listed it from cheapest to most expensive.

Use the code below to monitor lean burn with the ScanGauge II.
To Monitor Lean Burn, type in:

and save.
If the value for LBN = 0 you are in lean burn.
If the value is higher than zero, you are not in lean burn.

HXor, but what's the story behind the 111 mpg? I know tune ups, driving technique, tire pressure, etc will net better figures, but not 3 times the EPA rating. Was it mostly downhill? Engine off? Not trying to call you a liar, but averaging 111 mpg seems far fetched.
