Icon2 b20 civic coupe running problem. plz help

ok so i will start off saying that this is not my first swap ive done many swaps before but i have never seen this problem before.

here is a little info on the car. the shell is a 97 civic dx. i bought the shell from a friend who had a blown ls in it. he took the motor and the engine harness out of it. he also had the harness tucked, battery in trunk, and fuse box relocated inside by the ecu.car sat for 3 years

the motor is a h motors b20 with ls intake manifold and obd1 distributor and obd1 injectors.

THE PROBLEM= the car will not start on its own. i have to spray a small shot of brake clean to get it to fire up. once the car fires up it runs really rough. it almost sounds like a missfire.if you listen to the injectors you will hear that they are pulsing really slow. if i give it to much throttle the car will die out,but if i just hold the throttle open a slight amount for about 5-10 minutes the car all of the sudden changes over and runs great. once it changes over and runs great you can hear the injectors pulse fast and i also drove the car and everything is good once it changes over. if i shut it off and try to restart it it goes back to running bad.also the car will not even run good ever on any of my chipped ecus with multiple tunes but will only go from bad to good on an obd2 single cam ecu. with the obd2 ecu the only check engine light i get is for vtec, BC the ecu is vtec and the motor is not

THINGS I HAVE ALREADY TRIED= i have done a compression test on the motor and it checked out good.
-i have checked the timing on the cams and the lower gear.
-replaced fpr
-replaced map
-new oem engine harness rewired for my obd1 dizzy and injectors by one6 motorsports
-multiple tunes for both b20 and b18 from crome
-injectors flow tested by one6 motorspots
-new oem fuel filter
-installed a fuel cell with pump to bypass the gas tank in case of bad gas.

any help anyone could give me would be greatly appreciated. if something i said is unclear i will do my best to explain it.

when it runs bad i can swap map and tps and it does nothing but when it runs good if i try and switch them it runs worse. the engine harness was all labled after one6 did the work on it so its all plugged in good.

so the fact that i can switch them when it runs bad and not when it runs good leaves me to think they are working right.
