Default Rear view mirror came off the ball

my rear view mirror separated from the ball that mounts to the windshield, not the base that attaches to the window. I tried to cram it back on but no dice, any ideas? im fine with getting a new mirror but i cant seem to get the ball part off the window base. any one have any ideas?
Car is a 1995 honda civic.

I saw somewhere where they simply wrapped a crapload of electrical tape around the ball. That was for the mirror being loose so there was some disassembly required.
