Not sure, but maybe your pulley is taking a dump on you and causing too much drag on your belt, leading to a loss of power. Then again, it is a Civic, and it's not the most powerful thing ever.

Have you checked the obvious? Timing? Fouled plugs? It may seem mundane, or you might think that I'm insulting your intelligence, but most often it's the most simple thing that you overlook and that ends up being the source of your woes. (I think that's Occum's [sp?] razor or something.....)

Also, if you recently had it serviced, there is a chance it could be over charged. Also, your ECU should be getting a signal to bump up the idle when the AC is on. Could have an open circuit there - plus the other stuff mentioned previously.
