trying to help a friend here, says he has a 97 honda civic auto, and recently he's been having this problem with the key getting stuck in the ignition after he turns it off. the key wont come out at all, even after its put in park and the only way he can take it out is by disconnecting the battery negative cable, the key is original too. so they replace the ignition assembly with new key and all, and everything was working, but then he said he got a small spark from the underdash fuse box when he touched something and well now the car wont start unless you jump the starter. whats weird is that when everything is plugged in, i can touch around the steering column area inside the car and ill get a spark shooting off like its grounding off. anyone have any idea on whats going on, and what i should look for?

Who are "they"? Because it sounds like "they" left a wire exposed somewhere.
