97 Civic fuel pump won't run, but main relay has power at prongs 5 and 7

97 Civic fuel pump won't run, but main relay has power at prongs 5 and 7
So I have read a few of the posts and they always seem to stop right before I get an answer. I own a 97 civic and the fuel pump isn't kicking on. I first replaced the pump itself. I then replaced the main relay (PGM-FI) twice. Yes I said twice. I'm getting power to the #5 (ignition) prong on the main relay, but it isn't relaying that power to #7 prong (fuel pump). I tested it using a jumper wire going from prong #5 to #7 and the pump turns on. That's when I thought maybe I just bought a bad relay, so I got my second relay of the day and still no power to the pump. My fuses are all good. Could it be my ECU??
After looking online it seems that people have ally of issues very similar or the exact same issue with honda/integra. Does anyone have an answer?? Pls help!

Main relay connector prong 4 not prong 7 is for the fuel pump.
Have you checked hood fuse 44 and dash fuse 13? Do main relay prongs 7 and 5 get voltage from these two fuses?

I have checked dash fuse 13 and that is good. Hood fuse 44 is good also. Prong 5 and 7 both get power. The wire for my fuel pump is yellow/green. As you know it goes into to the main relay and then via another prong comes out to the fuel pump. When the ignition is on the main relay is getting power but it's not sending any to my fuel pump.
The relay isn't telling the fuel pump to send fuel. In turn the pump isn't kicking on.

I just read a thread on Honda civic forus that you posted on. It was about the same issue, except that guy had his #44 fuse continue to blow. My fuse is good, but do you think it's possible that it could be a ground wire or is it even possible that it's my ECU??
I am definetily not an electrition. Lol. This whole running down wires and connections is all new to me. I'm willing to learn something new and so far I have already learned a lot. So try and bare with my ignorance on this subject because I don't know to much about it.

How did this problem come about?
Does the starter crank the engine when the key is in ON(III)? If so, do you also lack spark at the plugs?
Do you have a digital multimeter?
Check whether the G101 ground on the thermostat housing is clean and tight.

I checked my ground wire this morning and it was loose, so I tightened it down and magically it works. Thank you for your help.
