Default 96 honda civic dx ftp sensor problems

i am workin on my brother in laws 96 honda civic dx and have come across the problem of a malfunctioning ftp sensor. when i went to take the old on off to get a new one i found out that it aint there. i then went to look at the ecu and noticed that there are some wires cut on it. can some one please tell me how i can fix this problem the most economical way so that i can get this car to pass inspection.. thank you
