What is the voltage reading? Were the high beams on?
Move the switch to low beams to see if the Red/Wht wire also gets voltage.
If the Red/Blu wire has voltage, then minimally the Wht must also have voltage.

I flipped back and forth between high and low beams and got the same result. The red/blu wire has 11.2 and everything else has nothing.

Are you addressing both of my points?
You previously said that both Wht wires in the switch connector have battery voltage, right? This dictates that the upstream Wht wire in C422 must also have battery voltage. This makes me question your test results.

I have flipped the switch between high and low and they get nothing.
However I did discover that if I hook each of the wires independently to the battery direct that the lights do intact come on

Switching between high and low beams there is still no voltage at each wire except for the red/Blue
Good. We'll come back to this. Check voltage at the C422 wire again. It must have voltage.
I placed a hot wire into the plug that attaches to the headlight switch to red/ green, red/orange red/yellow and the headlights came on. Only headlights
Which points? Be precise.

Unplug combination switch connector B.
Measure voltage to body ground at pins 2 and 6 (Wht wires).
Post the voltage readings.

The voltage to each white wire is 7.2. That was measured with the car not running but the ignition turned fully on
