96 civic fuel pump priming on/off

96 civic fuel pump priming on/off
im having trouble with my civic.. the fuel pump primes on and off.. sometimes it will prime right away sometimes take 2 minutes or more.
When I turn the key on the check engine light stays on until the pump primes however long that is. I already swapped out the main relay with a new one and same thing happened so I put the old one in.
I found some cut wires coming from my ignition switch? anyone know what they are for?

red/black and white/blue from first pic attached to the black clip, pic is upside down sorry
last pic white/green go to the black sensor looking thing ontop of switch

Stock 96 Civic? Any mods?
The ECU may be going bad.
Also try replacing fuses 44 and 13, as well as cleaning/tightening the G101 ground on the thermostat housing.
Some electrical tests could also be done, if you're able and willing.

the ground spot had corrosion around it, cleaned it and added a wire from that point to a ground near the trans. car started about ten or so times in a row.. will check it out again later
