Default 96-98 Timing Belt Marker Question

Today I threw a new T-belt and water pump on my d16y7, and initially thought I was not applying tension correctly. I followed the process in the manual, but I seemed to keep ending up a tooth off. I was assuming the arrows on the t-belt cover were my targets for the cam marks.

The picture below is from the Honda SM, for D16y7 or D16y8 timing belt installations. The red boxes represent the approx. location of these engraved arrow marks I was screwing with. No matter how I applied tension, the crank TDC and Cam TDC were not matching up to these arrows.

However, with the crank pulley set to the white TDC mark, the cam pulley marks line up pretty much perfectly with the head surface, just like the diagram describes.

If I'd read my specs a little more closely I would not have wasted 2 hours today, but as soon as I saw those arrow marks I assumed they were used for cam TDC.

So my question is, what are those two arrows used for on 96-98 motors? Do all the SOHC motors for this generation simply use the same T-belt plastic covers? On my d16z6 I know I have that third marker down at 7-8 O'clock position, but no arrows as far as I can remember.
