Default 94 civic EX/JDM D15B - won't start, fuel pump doesn't prime

Hey guys i have a 94 civic EX thats having some issues that i cant pinpoint. The motor is a JDM D15B the 130hp one. It has been doing a weird kind of chugging lately, kindof like a hiccup. sometimes when i floor it at like 2-3k rps in 2nd 3 or 4th when there is load, it just sounds like a subaru and feels like it has no power, i have to let of the gas and ease into it to keep it normal.and it clears out after 3-3.5k rpm and acts normal even when you punch it.
Then the other day it sounded hella weird at idle. and died. havent gotten it to start again yet. Fuel pump wasnt kicking on so i put in another pump i had (without checking the relay first) and that didnt change anything.

So long story short.. how can i test the relay WITHOUT a voltmeter.
and on the top of the fuel pump case, is the yellow wire with green stripe 12v and is the black ground? Those two wires plug into the top of the fuel pump i noticed, but only one actually goes to the pump itself.

On another note. i held the fuel pump relay in my hand when i was turning the key on, and i can feel/hear it clicking.. so would that mean its good, and where would that put me in my current situation?
Again, NO fuel up front. And NO FUEL behind fuel filter, filter is NOT clogged

Any and all help is greatly appreciated. this is my girlfriends car , she had to walk to work today, hopefully i can get it done before shes off so she doesnt have to walk again

By idleing weird do you mean it felt like it was missing on a cylinder? When was the last time a tune-up of the plugs, wires, cap, rotor were done? Im trying to narrow this down a little bit better since it is so broad. No check engine lights?

-----------------------------------------------------------

Check fuses 31 and 24.

If those are fine, resolder the main relay:

I connected the pump before i put it in the tank, directly to battery while HOLDING pump and i heard it pumping, i wired it up just now directly to the battery with a switch and a fuse, (pump is in the tank) and now its not pumping... really lost now... totally bypassed everything, regrouded the black wire and connected the yellow and green one to a 12v source, fused of course

What do you mean that you regrounded the black wire?

Did you verify voltage at the power source wire?

Check fuses
Engine Grounds
And Main Relay. Open up the main relay and heat up all the solder points to make sure the factory solder isn't old and cracked. You can always add some fresh solder to the relay as well. It will not hurt anything.

The black wire is a ground correct? the one that goes to the top of the fuel pump in the plug, next to the yellow wire. i got power directly from the battery. going to the yellow wire, and grounded the black wire on the battery as well

Okay. Did you verify with a multimeter a ~12V reading between this power and ground source at the fuel pump?

Before you conclude that the fuel pump is toast, it would be wise to verify that there was not a problem with your test power and ground wires.

i know my pump isnt toast, i took the pump itself, off of the pump mount that holds it, unplugges it, and stuck 12v power and ground on it and it was pumping

Before or after the recent test? If after, then this test invalidates your recent test and says that there was a problem with the wires you ran from the battery.

Have you done this:

Check fuses 31 and 24.

If those are fine, resolder the main relay:
