Default 93 civic si - won't start

Hi, guys I have a 93 honda civic si comletely stock. My problem is when I drive and then park after 10 minutes ill go to start it and it wont start. fuel pump will not prime and it will just crank but wont turn over. The check engine light stays on but if i leave the key on engine off for about 10-15 minutes the check engine light goes off and then it will prime. I have taken my car to a shop and they have replaced ignition switch, ecu, fuel pump, coolant temp sensor and main relay. I feel like I might as well do this my self since Im only dumping out money. the shops next guess is the distributor before i change that any one got any ideas?

Ground wires at the thermostat housing have good contact. This is the ground point for the ECU.

Why not pull the CEL code when the light is on?

Maybe a clog in the fuel lines causing back pressure on the fuel pump.

Check fuel filter, fuel pressure, fuel pressure regulator.
