9:3:1 Compression Ratio?!
What does this ratio mean... I know my corolla had a 10:0:1 (10 parts air, and 1 part fuel)...
But what is the 3 in the 1999 for the civic engine?!?

You've got your ratios mixed up. Air to fuel is your AFR, which is directly related to how well your car was tuned. Compression ratio is the level of compression within the cylinder well during operation. AFRs should be kept close to 14.7:1. Engine compression depends entirely on what you want, what you're doing with the car, and the quality of the sleeves, pistons, rods, and crank.
Also, you're typing the ratios wrong. It isn't 10:0:1, it's 10.0:1. It isn't 9:3:1, it's 9.3:1. Nine and three tenths to one. Don't worry, it's a fairly common mistake.
