1996 Civic timing question

Icon3 1996 Civic timing question

Well when i time my car with the timing marks i do the cam first then the crank and i put the pointer on the red mark but when i put the belt on and put the cam the right way the timing on the bottom is way off,is this suppose to happen??? the cam says "up" is facing 12oclock but on the bottom pointer the mark is like a inch to the right(red mark on picture is where the pointer is pointing to)

The "pointer" is supposed to go to the white mark when installing a timing belt. The red mark is your setting your ignition timing.

when the "UP" is at 12oclock the pointer is suppose to be pointing at the white markl?

Yes, when you set mechanical timing, it is. When you set ignition timing (motor warm and running, with a timing light, by twisting the distributor, you use the red mark.
