Default 1989 Honda Civic DX Code 1, 16, or is this 17?

I have an 89 Honda Civic DX that I just got back from the dealership after having a "Major Service" and a front brake job. The Idle is extremely rough and the check engine light keeps coming on. It usually occurs while driving at freeway speeds (70+) but has occurred just recently at lower speeds (40-). The dealer says that it's reporting a bad O2 Sensor which with what I know about O2 Sensors the car is exhibiting all the symptoms (Lower Gas Mileage, Rough Idle, Stinky Exhaust). I have the O2 Sensor and plan to put it on this weekend but I'm also getting a different code now from the original single flash. Now it flashes a single time followed by 16 single flashes. If I'm reading this right it means a code 17 but according to the dealer there isn't a VSS on an automatic? Is this true? And if not how would I determine if it is in fact the VSS or the O2 Sensor or something else?
