Get a new cat. Go to a muffler shop, itll be cheaper. If you get a FPR then all your other numbers will change as well.

what mods do you have? when was the last time you had a tune up? a 5 year old cat should be fine. my brother's 96 accord with bolt ons passes with flying colors, even on the test-only dyno. if you're due for an oil change/spark plugs/air filter, change them as they'll help lower your smog #'s. also, make sure your car is pleanty warmed up esp if you have a header. headers tend to not heat up the cat enough.
gumbey is right, you should fail the visual inspection if you have an aftermarket FPR on (although some places might not know what it is)

rusted cat has nothing t do with the stuff inside of it that stops polutants. i agree with the previous post make sure ur car is nice and warm, because when u first start ur car cold your ecu withh richen your mixture to help warm ur car up faster and lean it out when ur car has reached operating temps. why not take it to a test and repair facility and see what they say will make it pass... its worth a shot
