Well most civics unless buying the extened you get 3yrs or 36k miles I believe. If the car is within those limits then yes it retains a factory waranty, but if not aw well. There are companys that sell you a warranty that you can buy as a 3r party. Not sure how reliable they are as I've never done that.

All warranties can be transfered with the sale of the car, but are not necessarily.
If you buy the car from a private party, chances are it has the standard
3yr/36kmi bumber to bumper
5yr/60kmi drivetrain
If they've bought the extended warranty, that can be cashed in when the car is sold and the purchaser can get a prorated sum of money back based on the amount of time/mileage left on the additional warrranty that they've purchased. So the extended warranty does not necessarily transfer with the car.
Now, if the car has been 'Certafied Honda Pre-owned' then the drivetrain warranty has been automatically kicked up to
7yr/100kmi drivetrain
but the Bumper to Bumper is still at 3yr/36kmi
If you buy your car through a dealership and it is 'Certafied Pre-Owned', try to negotiate to extend the bumper to bumper to 7yr/100k for free.
Furthermore, I'd stay away from any 3rd party warranty companies, they usually cover next to nothing.

Most after market warranty's are a scam they only cover parts that do not normally wear out.
When it comes to buying after market don't, save your money and do your own repairs.
