CEL not turning ON

CEL not turning ON
hi
my friend has a Honda civic ex 2005, but we saw this morning the CEL wont turn on.. i connect an OBD2 Scanner on the car and the scanner give me 2 obd codes but the CEL is still off, when move the key to II position the CEL wont turn on too.
the OBD codes are
P0340 - Camshaft Position Sensor Circuit Malfunction
P0135 - Oxygen O2 Sensor Heater Circuit Malfunction (Bank 1, Sensor 1)
my question is.
what can cause the CEL dont turn on
Does the CEL use a FUSE?
