Default A/C problem 2002 civic Please Help!

Hi all,

I have a 2002 Honda Civic Coupe EX. Last year my air conditioning worked fine after a recharge and blew cold air. This year the compressor wont come on at all. Here are the things that I know about the problem.
- I can short the relay in the under hood fuse box and the compressor comes on and works fine.
- I shorted the relay and recharged the freon so I know its fully charged.
- The pressure switch is fine I checked the signal
- In the under hood fusebox I checked the similar horn signal and it looks like the control signal
should go to ground when the a/c is turned on but it doesn't.
- When the car is at idle and I turn on the a/c the revs don't change at all
- Also the green A/C light does come on when its supposed to

Could this be from the Thermal Protector/Limiter?

Does anyone have any ideas? I saw a post about fixing the AC Power Transistor but my fan and heat work fine.

I would use the diagram in this post along with a DMM (digital multimeter) to find the dead spot.
