When the key is put in the ignition and attempted to be turn it will not turn similar to when the steering wheel needs to be turned for the lock cylinder to function. Is this a anti theft issue or is it a ignition lock cylinder problem? Car is in park, and the steering wheel is locked, but turning steering wheel does nothing. Key can only be stuck in, will not go to accessory or crank position.

Hard call but since you state the wheel is locked, see if you can get the key to turn as you gently turn the wheel side to side.

That is expected, try tugging on the wheel one way or the other and it should wiggle a bit and then let you turn the key.

I thinks there is an issue in its battery so it had not ignite properly.If there is any other issue so there is need of proper checkup of this car.So then we sort out it.Simply you can take it to mechanic he will know better about it.
