Default Shift Control Solenoid, what does it do?

I'm still trying to diagnose my auto tranny in my 97 CL 2.2 before I convert to manual just incase it's a simple problem.

Symptoms:
1. Slips in all gears, but sometimes it catches in all gear positions and works until moving higher than 25mph then it usually slips, but not all the time.
2. Reverse seems to work most of the time even when the rest of the positions are slipping.
3. Park still works
4. I hear a whine in all gear positions (P,N,D4,2,1) and it gets higher piched with engine RPM and goes away intermitently. Also had this noise when tranny was working fine and it goes away with 10min of driving (sounds like a supercharger whine).

I'm thinking maybe it might be a Shift Control Solenoid prob, but I have no clue as to what it does, but I don't have control of my shifting so maybe??lol.

Anything would help right about now.
