Default 95 swapped accord ex 4K rpm issue

i have a 1995 accord ex vtec swapped with a f23a1 vtec engine with 91k miles, ever since I have had it, it wouldn't let me pass 4K rpms it seems like it tops out or won't accelerate passed 4K. The check engine lights I have are vtec oil pressure switch( which I have changed already and the vtec cylinder too) and primary o2 sensor heater ( which I have changed too) but those lights won't go away. The car feels sluggish at times like it takes a bit to catch up to speed, also idled at around 1100 rpms too. It does run rich also and goes through a lot of gas. I've tried re setting the ecu many times and nothing to no avail. I'm stuck, I have good spark good plugs good distributor. My fuel filter is good and fuel pump, I have good compression, good fuel pressure, injectors where swapped with good ones, everything seems in order but except those two things. I really need your help guys I'm trying to build this car but I can't if I can never find what's wrong with it

You answered your own question. The ECU will limit the RPM if it sees a problem with the VTEC system. Fix the problems associated with your CELs. Just because you threw parts at it doesn't mean you resolved the issue. What ECU are you using?

I did write I replaced the parts associated with the check engine light so I assume you didn't read it well enough, it said code 22 vtec pressure switch so I did exactly that and same thing with the o2 primary o2 but it still comes up regardless.

Im using a 95 Accord ex manual ecu, and it's the only cd5 ecu that can run a f23a1

You need to check all the pins for the swap and make sure they are good all the way to the ecu connectors. Keep in mind that pins A6 and A11 are swapped for the 94-95 accords so they will be the opposite of the above schematic. Those are the only changes. The rest are according to that chart.

The person who did the swap for me has done it multiple times without any rpm issue like mines he said the ecu should work fine for that engine I also have a direct link to my cooling fan that goes down to my ignition fuse so the fans always stay on cus a fan relay wires where cur and the relay is no good

No one is 100% perfect.
Recheck the work.
Verify there is plenty of oil in the car as well. Low oil can cause no VTEC activation.
