Quick question about the ULEV-Vtec engine
I was trying to figure out what makes the engine ULEV? I was thinking about getting a full cat back system, but I was wondering does the stock pipes/cat have anything to do with the emissions on the ULEV. Or is there something else in the engine that also makes it a ULEV.

Good man !! NEVER put the year of the car in the post, it makes it easier for people to help you.
And if people ask you what year you have, you can report them to Redneck Dave.

Uh...I'm kind of confused about what you are trying to do, but that does not answer my question about the ULEV.

I think its fairly easy to see that he owns a 6th gen Accord so stop being a dick for no reason. The engine, F23A4, you're a talking about is same thing as F23A1, which is LEV. Only difference in yours is, its the manifold is different which makes it a ULEV. Putting on a catback exhaust will not do anything, but I wouldnt mess with the catalytic converter that you mentioned, stock one flows pretty good and it does not need to be tampered with with such basic mods that you are trying to do.

My year is 2002 accord and plus I don't have to state the year and engine, because its a generalize question that I'm asking. I read in the manual book that the catalytic converter that I have for my car is some 3 way type which makes give out less emissions or something like that.

To be any more specific you do have to say what year. Your 6th-gen ULEV & the 7th-gen ULEV probably use different methods to achieve the lower emmissions.
All catalytic converters these days are 3-way (since mid-'80s). The most likely difference is much tighter control over F/A mixture so the catalyst can always operate in it's most effective conditions.
