Pulsing Idle problem & Starting air valve

Pulsing Idle problem & Starting air valve
I have a 93 Accord 4 cyl. It started the pulsing-Idle in park/neutral and high-idle in drive problem.
I've read the relative posts in this forum and cleaned my IACV and FITV (screwed down the FITV too)
Did not fix.
I have a "Starting Air Valve" on the other end of my intake manifold which is connected via vacuum hose to the air filter intake duct. While engine running I plugged the hose and released it...which brought the idle back to normal...until the engine rpm was increased again...then the pulsing would start again.
I can't find any information on the Starting Air Valve. it looks to be a vacuum actuated diaphram valve with spring that the vacuum has to overcome to actuate it.
Does anyone know what it does or if it is necessary...as I pulled the spring out of it and my car seems to idle fine now.
