The plastic clip should be rotated clockwise to come off the rod. Use a small flat-tip screwdriver or something to push and rotate the plastic clip. After the clip is rotated, pull the rod out.

The clip moves very little. It is moved enough to UNCLIP then pull the rod out.I undo the two nuts from the latch and do the clip on the out side

No just the two nuts that hold the door handle in the door and the handle will come out just enough to unclip the rod.

Maybe you're referring to a different part, but tech8 is right - there should be a mechanical setup for that - a metal rod with a small (approx. 1/4") right-angled end fitting into a plastic holder, which also has a "snap-in" type collar that holds the rod in place.
Pushing the collar away from the rod (rotating) will allow the rod to be pulled upward, out of the plastic holder, thereby releasing the handle from the rod assembly.
As far as removing the handle, that's just taking off the bolts and pushing it through.

Re: power door lock assembly question
Look at my YouTube video for removing the passenger door lock actuator on my 99 Accord EX. You can probably see what it is you are referring to. There are several color coded clips in Hondas which keep the rods in place. I spray then with a little WD40 first then pop them off with a long screwdriver (a cabinet maker they call it back in the day). It's long and narrow. There is also one fitting that attaches to the door handle and it's a round barrel nut which can also be adjusted. It's actually pressed into the fitting through a plastic bushing. I spray it with WD40 and pop it out with side cutters. If this is the one you are referring to it is in my video. Careful, since the door handle piece it is attached to is plastic. Go to YouTube and type in TOM2RN. It will bring up my 3 videos. Let me know if it helps.

Re: power door lock assembly question
Welp I figured it out. There was a metal bracket covering the clip that held the key lock to the door handle. I had to remove the hidden clip to remove the lock that was holding bracket on, rendering the door handle from coming out. That's why I couldn't find any info online that told me what to do with the bracket. Every source online didn't mention it nor showed it in pics.

As for that little plastic piece holding the rod onto the outside door handle. Once I figured out how to remove the bracket/handle. I unscrewed the head to the lever attached to the handle and did the same to the new power lock assembly. And screwed the new rod onto the old head still attached to the handle. Boom done. I didn't reinstall the bracket.

Clips....I think Dorman offers a kit of them, Auveco has them as well, a good parts store will have the Auveco product (# 21149) for .60 a clip.
