Default Is this normal for my Honda accord 2002?

Hi I have a Honda accord 2002 SE and what I wanted to know is if it is normal for my fuel gauge meter not to turn down or go down to empty when car is shut off? I know some cars do this were they go to empty when car is shut off and resume to normal position when turned back on. I know some cars do this and others don't but I wanted to know if this is how Honda accord 2002 fuel gauge works. Also when my gas is low the empty gas light displays but then it disappears quickly after and it doesn't come up again for a while. Is that normal as well?

If the 98-02s use the same circuitry as earlier models the gauge will not move until powered up and receiving a different signal than what was last position of the gauge.. Most newer gauges are digital not analog. And will either drop to zero when off and may do the 'sweep' when initial turned to on.
