Default How to check the Check Engine Light. PLEASE READ

It's been asked before, but I've run into a problem. 99 accord lx 4cyl 5-speed. On my ODB-II 16 pin service connector where you would normally plug in a code scanner (near hood release latch under steering column), pins 8 and 13 have no leads in them. Am I doing this right?? I need this FAST.

the plug is right near the fuse panel inthe cabin, i think its right on top of it

Are you speaking of the loose blue plug in the driver's side fuse panel?

Really need some help quickly. The blue connector on the driver's side fuse panel only has one lead in the two-pin plug. I've looked in the passenger's side and seen no blue two-pin plugs.

Got it... It's actually pins 4 and 9 on the ODB-II connector.
