Sure you can. Just turn the air bleed screw on the throttle body if you just want to bump it up or down a little.

What Chio said is correct , u can adjust the screw,,i have done it a zillion times with no problems ,,, turn it clockwise you lower it, counterclock raises the idle ..if you raise the idle too much the engine will surge ,, you waqnt to be at about 700-750

The iac will be commanded to take some of the adjustment back, but the ECU isn't smart enough in the 97 models to do it much.

Turn on the engine, disconnect the IAC then adjust the screw. Turn off the engine, plug back the IAC.

i did the screw thing by the TB and it didnt work.... it lowers it... but it wont bring it up.... im @ 500 rite now... and would like to bring it up around 800...

The passage could be partially clogged up with crud. Try taking the bleed screw out and hosing the hole out with t/b cleaner.
