Default Honda Accord ( Needs new IACV )

I'm buying an 89 Honda accord that runs pretty good except its idle hops up and down a bit and he thinks its the Internal air control valve. It also sometimes doesnt start unless you hold the key on for a good 5-10 seconds. I was reading some where that that could be a sign of needing a new IACV as well.

Do you guys think this would fix the issue? I think this is the part http://www.autozone.com/autozone/par...24324_0_10703_

Could be one or more of numerous possibilities. The Idle Air Control Valve can get gummed up and not respond to commands causing this symptom. A stuck open PCV can do the same thing. Long cranks could be unrelated to the idle issue.
