You first need to figure out if the sending unit in the tank or the guage is bad. I dont have a book for that year so I cant tell you what wires to go look at.

take the access cover off for the sending at the fuel tank unplug connector put y/w wire to ground see if fuel gauge moves to top......most likely you have a bad sending unit have seem a few go bad hardly ever any gauges

On the 90-93 accord, you have to lower the gas tank to access the fuel pump and sending unit.
On the 90-93 accord, you have to lower the gas tank to access the fuel pump and sending unit.

The sensor for the gauge can be accessed via the panel under the backseat. You do not need to drop the tank to check/change the sensor. But the fuel pump you do, as it's on the other side.
