High pitched whistling noise

High pitched whistling noise
I'm having problems with my 05 Honda Accord EX Coupe.
Manual transmission 2.4L 4 cylinder.
It's got 33,000 miles on it.
My car is making a a high pitch whistling noise, a continuous beeeeeeeeeeeeeeeeeeeeeeeep that increases in pitch and volume with RPM.
Noise is present when:
-Driving above 30 mph and the pitch gets higher and the noise louder as I pick up the speed.
-The noise is present when I'm in any gear going at a speed higher than 30 mph (for example cruising down the highway at 65) or accelerating from 30mph (for example while accelerating from 30 mph to 65 mph).
-It's the loudest when the RPM's around 2000-2750.
-It's continuous and doesn't go away over time (even after hours on the road).
-It's somewhat faint but I can definitely hear it, on a noise scale of 1 to 10 I'd say a 2 or 3.
Noise goes away completely when:
-I push down on the clutch and cruise while moving at any speed.
-There is no whistling noise when in neutral and revving up the engine.
-The noise dies down a lot (but not completely) when I let go of the gas
Noise chirps temporarily when:
Sometimes it chirps when the road condition changes and I go over soft bumps but it'd come right on a level road.
The noise is there even with the audio off.
Would anyone know what is making the noise and how much it would cost to fix it?

my car does this too... it comes out of your speakers... though Im not shure how to fix it. but I think it's a grounding problem... cause it only did it when I put in a new cd player... it's not ne thing bad jus very annoying... I know what you mean... I jus pretend it's a turbo spooling up.. lol
