First off, I own a 2000 accord with the 4 cylinder vtec.

A little while ago I noticed that the harmonic balancer was wobbling. Thought no problem, I'll just replace it. When I removed the bolt, the balancer fell straight to the ground. Thought it was strange. When I went to put the new balancer on, I realized I had a problem. The little teeth that the balancer goes on had wore pretty much flat. When i put the new balancer on, it spun freely. I didn't really have an option at the time, so I torqued the bolt back on with some loctite and called it good. However, it still wobbles, and going down the road I can feel that it's not right. Do I have any options or am I screwed?

There are no teeth on the crank. There are reliefs on the ID of the damper for whatever purpose, also the damper to crank is not a press fit and will slide on/off with ease after bolt removal. Torque the bolt to 181lb-ft and it will clamp it against the crank. No need to use loctite, you shouldn't actually, if you used red loctite goodluck on getting it back off.

Pretty common to have a previous owner not have the crank bolt properly tightened, it loosens up and the damper wobbles about. Usually just needs retightening.

Pictures of the old and new damper would better show your issue.
