Default Erratic TCC engagement

First I need to thank all those that have unknowingly helped with other problems this car has had(there have been many).

I recently bought a 1999 Honda accord 3.0 ex 227k mi for my daughters first car. Car ran as expexted for a older car for a few months but then started stalling at stops and jumping on starts. This problem has stopped and started many times with weeks between. No codes but Catalytic Converter which i promptly punched out. I cked and replaced many needed items and some not needed but i think i am now in the right area. Looking at the transmission found unplugging the shift solenoid and going into limp mode it would not stall.
Removed TCC/sol. A and checked resistance and bench ck operation. Ckd good. While doing this check i removed battery for better access, after reinstalling the stalling problem went away again. This led me to believe the ECM was giving a erroneous output to the TCC. (unexplained slightly rough idle and Maint Required light coming back after reset made me think possible ECM too)
installed meter at ECM(blue/yellow stripe) and read while driving.
P 0 vdc
R 0 vdc
N 0 vdc
D4 12vdc initial with foot on brake then 0vdc. 12vdc again at ~20mph then 0vdc at >40 mph
D3 0vdc until highway speeds then 12vdc. at highway speeds i can shift between D3 and D4 and reading will swap 12vdc to 0vdc
2 12vdc Really Strange
1 0 vdc

any 12vdc readings will go to 0 vdc on complete stop except 2nd. Also 12vdc reading does not remain constant it can fluctuate between 9 and 13 vdc.

So right now the car seems to work but the reading dont make since from what i think The ECM should output. And i am positive this will return.
What are the desired readings?
ECM Problem?
Another sensor giving bad data to ECM?

Am i even in the right area?

Any help will be appreciated since most of the time i see that car i want to get in, find a cliff and do a Thelma and Louise.
