Default egr insufficient lift

I have a 2000 Accord EX 4cyl with 161000 miles. Check engine light came on. Codes P0401 & P1491. Dealer replaced EGR Valve, intake mainfold removed & cleaned but P1491 code still remains. had an independent shop run diagnostic, checked egr for lift, tested circuits,,,as per diagnostics & all checked within parimeters. had another independent do the same follwing diagnostic tree & all was good leaving both shops to conclude that there is either a short in system or ecm is bad. i do not pass emissions testing, no one will attempt with "check engine" light on, & i am pass due the inspection. Does anyone have suggestions? Thanks

do this and you will pass smog.
clear the code, take it to smog station immediately, do not drive on freeway til you pass smog. good luck

thanks for the advise but unfortunately, i have tried that 3 times & still failed. was told to drive 15 miles after turning light off, did, brought it in for inspection & computer read "not ready" Then told to drive 50 miles after resetting light, did light stilll read "not ready" told that it needs to be driven in all conditions, hwy & city for 50 miles. I did then brought it for inspection, failed again because check engine light returned when inspector shut off car then restarted as per nys emissions testing guidelines. i'm having a rough time with this egr problem, had it to the dealer, repair shops every week since Feb. & i have no more $ to spend on this vehicle. is there a fix for this or do put it up for sale?

If the CEL is still coming on after all of that the take it back to the dealer. Its probably going to need an ecu. Not a cheap fix.

I am not sure about your specific year and model... but some of the 4th-5th gen honda setups have a egr control silinoid thingy that can go bad on you as well (which is seperate from the egr valve itself).

I was chasing my tail on an egr code for months once and as it turned out it was the egr's control silinoid (after replacing the egr vavle and whatnot).
