Default changed climate control board stil no control

Hey folks, All my buttons went dead on my 2000 Accord DX. I have an analog climate control unit. I changed the Climate control unit and now the A/C button stays lighted and still no A/C and pusing the rear window defroster or MAX button and nothing happens. None of the buttons light up and blower never blows any stronger. Watching youtube tought changing the Climate contol would have fixed this but no. Please any suggestions as it is starting to get hot ih Houston.

I have a multi meter but no schematic for the plug in harness. Where should I check? Any help would be appreciated.

1. First check driver's side dash fuse No. 3 (7.5A) to see if it is okay. Also, check passenger side dash fuse No.13 (7.5A); but, this fuse is probably okay if your clock, gauges, etc. work.

2. If driver's fuse No. 3 is okay, with the ignition switch in position II (ON), test with a voltmeter if there is power on both sides of that fuse.

Report your findings and if necessary, we can do further testing at the heater control panel wiring.

Thanks Tech8, I checked the fuse on passenger side good. Checked the 7.5 fuse on #3 and it is good. Continuity is good on the fuse and the socket. Power through the fuse with switch on is 12V. Next idea, please.

The following are to test for power (+) and ground (-) at the heater control panel.

1. At the rear of the heater control panel is a 22P green harness connector. Unplugged that. You can take some photos of the harness connector and post them if you want me to try to add notes for the wiring terminal numbering.

2. With a voltmeter's red lead touching the Wht/Yel wire terminal (terminal no. 3), touch the voltmeter's black lead to body ground (for example, metal bracket or unpainted bolt on car's body). Is there voltage and what is the voltage measurement?

3. If there is voltage in step #2, then with voltmeter's red lead still touching the Wht/Yel wire terminal, touch the voltmeter's black lead to the Blk wire terminal (terminal no. 9). Is there still voltage and is it about the same measurement as in step #2?

4. Next test for voltage at the Blk/Yel wire terminal (terminal no. 2) with the ignition switch in position II (ON). Voltmeter's red lead to Blk/Yel wire terminal and voltmeter's black lead to body ground. Is there voltage and what is the voltage measurement?

Wht/Yel wire has white insulation and a yellow stripe running through it. Blk/Yel is referenced similarly.
